This control operates within a set of rules supplied by the government but also relies heavily upon precedence and case law established since 1947 when the modern day system commenced.
Planning permission is therefore not always required and there are circumstances where the works are either not development requiring planning permission or are permitted development. The rules that govern this can be complex and need to be the subject of specific enquiries.

The council has set out to provide an efficient development control service but is also concerned that the outcomes of the service are of the right quality.
