Housing Delivery Test

The Housing Delivery Test (HDT) was introduced by government to calculate the extent to which local authorities are meeting the housing delivery targets in their area. Local planning authorities that fail to meet delivery rate targets are required to take action to address under delivery.

The Housing Delivery Test results were published on 19 February 2019. Broxtowe achieved 67% of the number of homes required, based on delivery between 2015-16 and 2017-18. The triggered the need for the Council to produce a Housing Delivery Test Action Plan to identify and address key delivery issues and add a 20% buffer to the five-year housing land supply (which the Council was already doing).
