Broxtowe Borough Council Partners with Environmental Enforcement Agency to Tackle Fly-Tipping and Littering

14/05/2025 - Broxtowe Borough Council have partnered with environmental enforcement agency WISE to help tackle reports of fly-tipping and littering within the Borough.

Following feedback from residents, which highlighted concerns with street cleanliness and fly-tipping, the Council are using this approach as one of the measures to take action to improve the cleanliness of the Borough, helping to ensure residents’ concerns are addressed.Councillor Helen Skinner with representatives from WISE outside the Broxtowe Borough Council offices

WISE will issue Fixed Penalty Notices (FPN) to individuals committing the offense. The role of WISE is to protect public health and to enhance community pride and safety. The uniformed officers will be patrolling across all areas of the Borough, with a focus on hotpot areas.

Portfolio Holder for Environment and Climate Change, Councillor Helen Skinner said, ‘After listening to our residents we have partnered with WISE to help tackle reports of fly-tipping and littering. We are working to keep our Borough clean and green and it’s really important that we take action against those committing these offences and to ensure they are held accountable. We are focusing on hotspot areas and would encourage residents to get in touch with us if they are aware of any other areas which need attention.’

Income generated from FPN’s can only be allocated towards measures that mitigate fly-tipping incidents or support actions that will help to prevent further issues. It is proposed that the income generated from these is used to support free waste bulky collection days for Broxtowe residents.

Additionally, these funds could aid the off-setting of costs associated with fly-tipping incidents. As an example, earlier this year the Council faced costs of £6,500 due to a number of fly-tipping incidents involving asbestos. The revenue generated from the FPN’s could alleviate the pressure on the Council’s general fund. 

This is a pilot scheme for the next 12 months. There will be an option to extend for a further 12 months subject to Cabinet approval.
