Broxtowe Borough Council first in the UK to serve a High Street Rental Auction notice
Broxtowe Borough Council is one of just eleven HSRA ‘Early Adopter’ areas in England. Broxtowe is now leading the way nationally by being the first council to issue a notice, in the town of Stapleford, under new powers granted by the Levelling Up and Regeneration Act 2023.
One early success story is Be Couture, a modern salon offering hair, beauty, aesthetics and nail treatments all under one roof. With the property in poor condition, the Council’s identification of the premises as part of the HSRA programme prompted the owner to invest over £40,000 to refurbish and bring the unit back into productive use.
Since opening, Be Couture has already created employment opportunities and plans to recruit further as the business grows. Clients have praised the welcoming atmosphere and on-site parking, while the business itself has highlighted the positive community spirit in Stapleford.
Claire Kavanagh, Director of Be Couture, said, “We’ve truly fallen in love with Stapleford - the warmth of our neighbours, the community spirit, and the positive vibe of the town have made this the perfect home for Be Couture.”
Broxtowe Borough Council has now identified further eligible properties within the Stapleford HSRA Designated Area and is progressing through the notice and auction periods. More businesses are expected to move into previously vacant shops over the coming months, boosting footfall and helping the town centre thrive.

Identifying empty properties and signalling that action will be taken if they remain unused, encourages landlords to bring premises back into productive use - creating opportunities for local businesses and residents alike.”
