Broxtowe Borough Council's - Citizens' Climate Panel
In May 2025 6,500 randomly selected households across the Borough received a letter in the post inviting residents to register their interest in joining Broxtowe Borough Council's Citizens' Climate Panel.
A panel of 21 randomly selected residents was formed, and they met in person on four separate occasions to discuss the question:
'What should Broxtowe Borough Council prioritise to tackle flooding in a fair way?'
Research shows that the impacts of climate change are not felt equally. The Council is committed to addressing this injustice and ensuring that climate action is guided by fairness, making changes in a way that builds a greener, safer and healthier Broxtowe.
Residents were recruited to the Citizens' Climate Panel by sortition, or civic lottery. Anyone living at a household in the Borough of Broxtowe who received a letter was able to register their interest in taking part. From there, a group was selected at random by computer who broadly reflect Broxtowe Borough across demographics and attitudes to climate change.
The Climate Panel heard evidence from a number of different speakers, discussed priorities, and worked on making a series of recommendations on what action should be taken.
Broxtowe Borough Council is committed to taking forward the recommendations from the panel to help shape the next refresh of the Climate Change and Green Futures Strategy 2023-2027 and supporting Carbon Management Action Plan, taking place later this year.
Involve, the UK's public participation charity is running the in-person sessions. Sortition Foundation a not-for-profit organisation that specialises in selecting people by lottery, and has recruited the participants in a way that is broadly reflective of the Borough of Broxtowe's population.
The project is fully funded by Innovate UK, the UK Government's Innovation Agency as part of the Net Zero Living Programme. This aims to help councils accelerate the transition to net zero.
The draft report for this project has been received and reviewed. The final report is scheduled to be presented to Cabinet in September 2025, following this a copy of the report will be added to the Council's Climate Change webpages.
