What is the Housing Delivery Plan?

In 2019, the Council approved a new Housing Delivery Plan to meet social and affordable housing need over the next ten years.

A new build house

This followed a study by GL Hearn on Social and Affordable Housing Need which concluded that there was a notable need for affordable housing and that provision of new affordable housing was an important and pressing issue in the Borough.

The plan will see a minimum of 230 homes built in the Borough over the next 10 years on land which the Council owns, including brownfield, under-utilised and derelict sites.

It also sets out plans to:

  • Buy back existing properties that were once Council homes.
  • Re-model existing under-used accommodation.
  • Work in partnership with local registered providers to build homes.
  • Deliver the Council’s own new build development.
  • Meeting the needs of an ageing population and those with conditions such as dementia.

The Delivery Plan is divided into three phases which each use a combination of the above delivery mechanisms:

  • Phase 1 - Years 1 and 2 (2019 - 2021)
  • Phase 2 - Years 3 to 5 (2021 - 2024)
  • Phase 3 - Years 5 onwards (2024 onwards)

Acquisition of properties 

141 properties have been purchased since April 2020, consisting of 88 acquisitions of existing properties and 53 newly built properties. Once in Council ownership, the properties are used to provide housing for those on the Council’s housing register.

Completed New Build Projects

Farm Cottage, Bramcote

In July 2025, five new properties were built by the Council at the Farm (Fishpond) Cottage site.

These consist of

  • 2 x 1 bed flats
  • 3 x 3 bed houses, with one being adapted.

A decision was made by Cabinet in January 2025 to seek planning consent to demolish the existing cottage and replace it with a structure of identical appearance and size. This will contain two flats for the Council’s housing stock. 

Inham Nook Pub Site

In June 2025, 15 highly energy efficient properties properties were completed and handed over to the Council.

These consisted of:

  • 3 x 1 bed flats
  • 5 x 2 bed houses
  • 6 x 3 bed houses.

The properties include air source heat pumps and photovoltaic roof panels to generate renewable energy, as well as electric vehicle charging points.

Former Garage Sites in Chilwell

In 2024, three former garage sites in Chilwell (Felton Close, Gayrigg Court and Selside Court) were redeveloped into Council housing. These consisted of:

  • Felton Close – 2 x 1 bed flats and 2 x 2 bed houses
  • Gayrigg Court – 2 x 3 bed houses
  • Selside Court – 2 x 2 bed houses and 1 x 3 bed house

Field Farm, Stapleford

The Council purchased 25 properties from Peveril Homes under a Section 106 agreement.  These consisted of:

  • 8 x 3 bed houses
  • 13 x 2 bed houses

Along with the Council homes, the Council also purchased 2 x 2 bed and 2 x 3 bed properties for Shared Ownership.

Ex Service Personnel Accommodation, Oakfield Road, Stapleford

The five new one-bed homes for ex-Service Personnel on the garage site between 71 and 83 Oakfield Road were completed in March 2022. The flats have energy efficient features such as air source heat pumps and photovoltaic solar panels.

The Council worked with a locally based Armed Forces charity to ensure that bespoke support is provided to residents.

Ongoing Projects

Coventry Lane, Bramcote

The Council has recently signed an agreement  with Peter James Homes to buy 34 new Council homes and 17 shared ownership homes on land to the west of Coventry Lane, Bramcote, consisting of:

  • 14 x 1 Bed Houses
  • 9 x 2 Bed Houses
  • 10 x 3 Bed Houses
  • 1 x 4 Bed Houses
  • 9 x 2 Bed Shared Ownership Houses
  • 8 x 3 Bed Shared Ownership House

These properties will be highly energy efficient dwellings, using air source heat pumps and photovoltaic panels. 

Chilton Drive, Watnall Garage Sites

Four new homes are in the process of being built at Chilton Drive, Watnall. These will be highly energy efficient dwellings, using air source heat pumps and photovoltaic panels. The Planning Application numbers are 22/00566 and 22/00721.
